New Faraway Sensors Warn of Emerging Hurricane's Strength

A new study supported by NASA and the U.S. Office of Naval Research takes forecasters one step further to improving their ability to predict just how powerful an oncoming storm may become by using highly-sensitive sensors located thousands of miles from the storm to detect lightning outbreaks within a hurricane’s most dangerous area.

Researchers can now investigate with greater accuracy how the rate of lightning strikes produced within a hurricane's eyewall is tied to the changing strength of that hurricane. A hurricane’s eyewall is the inner heat-driven region of the storm that surrounds the “eye” where the most intense rainfall and most powerful winds occur. By monitoring the intensity of lightning near a hurricane’s eye, scientists will be able to improve their forecasts of when a storm will unleash its harshest conditions.

During the study, researchers used data from a growing network of new, long-range, ground-based lightning sensors, a NASA satellite and aircraft-based sensors. They explored the relationship between eyewall lightning outbreaks and the intensity of two of the most severe Atlantic storms on record before they made U.S. landfall: category five hurricanes Katrina and Rita. An article on this research, also supported by the U.S. Office of Naval Research, will be published in the American Meteorological Society's Monthly Weather Review later this year.

"There are very few observing systems that offer a broad view of a storm over the open ocean where hurricanes tend to build or lose strength," says lead author Kirt Squires, a recent graduate of the meteorology program at the University of Hawaii in Honolulu. "What’s really compelling about the new sensors is their increased sensitivity to pick up lightning's electromagnetic signal over water from such a long distance. As a result, we can see thunderstorm activity over the ocean from thousands of miles away for the first time. This development is essential to improving the way meteorologists can look at a growing storm to judge just how harsh it will be."

When water condenses from vapor into a cloud droplet, latent or hidden heat is released, which in turn builds updrafts – air moving upwards in a cloud. Latent heat provides the energy that fuels hurricanes. If the ensuing updrafts are strong enough, they can cause the separation of charge that produces lightning. The tight correlation between the rate of lightning strikes, the amount of rainfall and the heat released in the eyewall of a storm allows the lightning rate data to be useful in computer models that forecast hurricane track and intensity.

"Hurricane forecasters and researchers are very interested in developing methods that allow a continuous examination of the structural growth of the eyewall within hurricanes," says co-author Steven Businger, a senior professor of meteorology at the University of Hawaii. "The fact that lightning is directly linked to the heat energy released in the eyewall makes it a priority for us to examine the evolution of lightning within a storm."

Survey of Hurricane Preparedness Finds One-Third On High Risk Coast Will Refuse Evacuation

According to a new survey of people in high-risk hurricane areas conducted by the Harvard School of Public Health Project on the Public and Biological Security, one-third (31%) of residents say if government officials said they had to evacuate due to a major hurricane this season, they would not leave. This is an increase from 2006 when 23% said they would not evacuate.

The survey was conducted in eight states—Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina and Texas—and only included residents of counties within 20 miles of the coast. The poll included a special sample of the New Orleans metropolitan area.

The top reasons people give for not evacuating involve issues of safety and security. Three-quarters (75%) say their home is well-built and they would be safe there. Over half (56%) feel that roads would be too crowded, and slightly more than one in three (36%) feels that evacuating would be dangerous. One-third (33%) worry that their possessions would be stolen or damaged while one in four (27%) say they would not evacuate because they do not want to leave their pets.

“Public officials need to be concerned that the further we get from the severe hurricanes of 2005, the less willing people are to evacuate,” says Robert Blendon, professor of health policy and political analysis at the Harvard School of Public Health. “Officials need to remind people that many homes are vulnerable to major storms. They also need to ensure safe evacuation routes are available and the public is aware of them.”

These findings are based on interviews conducted June 18 - July 10, with 5,046 adults in high hurricane risk counties in eight states.

NOAA Provides Critical Lead Time for Southeast Tornadoes


Tornadoes that tore across the Southeast on Thursday struck after significant advance warning from NOAA's National Weather Service, according to the U.S. National Oceanographic and Atmospheric Administration (NOAA).

Preliminary Tornado Warning lead times -- the amount of time between the issuance of a Tornado Warning and the touchdown of a tornado -- ranged from 12 to 55 minutes, providing critical time for the emergency message to sound NOAA Weather Radio, commercial radio and television, and tornado sirens, the agency says.

For Enterprise, Ala., the preliminary tornado lead time is 18 minutes, NOAA says.

New storm-based warnings, introduced operationally by NOAA's National Weather Service last month, helped to better pinpoint the path ofyesterday's tornadoes resulting in extended lead times and a reduction inthe area warned, as compared to the previous county-based warning method. The tornado warning that included Enterprise, Ala., included a 71% reduction in areas that did not need the warning.

Starting today teams of National Weather Service meteorologists will beon the ground conducting damage surveys in order to determine the exactwind speed, width and path of each twister.

NOAA is not forecasting another severe weather outbreak in the coming days, but encourages residents across the country to purchase a NOAA Weather Radio All Hazards receiver at electronic retailers or online as an essential method of receiving potentially life-saving severe weather warnings.

Weather Service To Offer More Local Forecasts

Turn on the TV and all the stations are promising "More local weather!" or "Weather in your neighborhood!"

Now the federal government's getting on the bandwagon.

The National Weather Service will introduce this fall storm-based warnings for tornadoes, severe thunderstorms, flash floods, and marine hazards that are more geographically specific for these short-duration weather events. Currently, such warnings are issued county wide.

The new warnings will take effect October 1.

"Weather doesn't follow geopolitical boundaries," says retired Air Force Brig. Gen. David Johnson, director of the National Weather Service. "Storm-based warnings provide the public with more specific information about the location of severe weather and the direction it is expected to move. Seconds count during tornadoes and flash floods. We want to provide the public with the most accurate description of what's happening in their neighborhood. We also want to avoid warning non-threatened portions of the county."

When issuing a warning, the National Weather Service will specify areas within a county and refer to commonly known landmarks such as highways or rivers.

"This is a fundamental change in our warning procedures and a major enhancement in our service capability," says Johnson. "Storm-based warningswill drastically improve graphical displays and empower the private sector to easily distribute the information through Web-enabled PDAs, cell phone alerts, pagers, and other technologies. Communicating severe weather threats in this way is imperative in today's digital world."
