NASA, India Sign Agreement For Future Cooperation

At a ceremony Friday at the Kennedy Space Center's visitor complex, NASA Administrator Michael Griffin and Indian Space Research Organization Chairman G. Madhavan Nair signed a framework agreement establishing the terms for future cooperation between the two agencies in the exploration and use of outer space for peaceful purposes.

"I am honored to sign this agreement with the India Space Research Organization," Griffin says. "This agreement will allow us to cooperate effectively on a wide range of programs of mutual interest. India has extensive space-related experience, capabilities and infrastructure, and
will continue to be a welcome partner in NASA's future space exploration activities."

According to the framework agreement, the two agencies will identify areas of mutual interest and seek to develop cooperative programs or projects in Earth and space science, exploration, human space flight and other activities. The agreement replaces a soon-to-expire agreement signed on Dec. 16, 1997, which fostered bilateral cooperation in the areas of Earth and atmospheric sciences.

In addition to a long history of cooperation in Earth science, NASA and the Indian Space Research Organization also are cooperating on India's first, mission to the moon, Chandrayaan-1, which will be launched later this year. NASA is providing two of the 11 instruments on the spacecraft: the moon mineralogy mapper instrument and the miniature synthetic aperture radar instrument.

China and India Will Lead Growth in the Mobile Market by 2011

China and India will remain the world's growth engine for wireless services, accounting for 60% of the 1.2 billion predicted new mobile subscribers over the next five years, according to the inaugural report produced by Global Insight's new Telecoms Intermodal Forecasting Service.

The report compares the world's 20 leading developed and emerging markets between 2006 and 2011, and predicts that over the next five years, market penetration of wireless services will grow from 34.8% to 69.1% in China; and from 13.4% to 31.0% in India.

According to the report, China will also outpace the other 19 markets in terms of broadband growth, accounting for more than one-third of the 350 million-plus new broadband subscriptions anticipated over the next fiveyears. By 2011, China, with broadband revenues of more than US$19 billion and four times the subscribers, will surpass Japan as the world's second-largest broadband market. However, the United States will continue to maintain its position as the world's largest mobile and broadband market by revenues over the forecast period.

"The bulk of the revenues for the sector will still come from thedeveloped markets. Another notable conclusion is that the so-called deathof the landline has been overstated, even if traditional landline revenueswill take a massive hit," says Julian Watson, director of Global Insight Telecom Products and author of the special report, Substitution Shakes Up the Telecoms Sector.

More than US$50 billion in revenues will be lost worldwide over the forecast period due to fixed-line subscriber declines and the migration of voice traffic to mobile and VoIP (Voice over Internet Protocol) networks. A 4.5% decline is predicted in traditional fixed-line accesses as the growth in the China and India markets fail to offset the erosion of traditional accesses in markets like Japan, South Korea, and Europe; the latter of which has already seen extensive migration of accesses from fixed lines to mobile.

"Primarily as a result of substitution, the next five years will see a fundamental shift in the revenue make-up of the global telecoms industry. In these 20 markets, fixed-line's share of total telecoms revenues will collectively fall from 39% in 2006 to 21% in 2011; while by the end of 2011, mobile will account for over two-thirds of total telecoms revenues in those markets," Watson says.

"But as our research shows, disparate local regulatory, competitive, and economic conditions will mean that the pace of substitution will vary greatly across the 20 markets. Traditional telcos are seeking to offset or reduce substitution effects by moving into multimedia and convergent markets such as IP TV (Internet Protocol Television) and Fixed-to-Mobile Convergence (FMC), but this will not always be sufficient to protect and enhance their revenues," he concludes.

Two Indicted, Arrested for Supplying Indian Government With Controlled Technology

A South Carolina man andwoman have been indicted and arrested on charges of supplying the government of India with controlled technology without the required licenses, says Kenneth Wainstein, assistant attorney general for the National Security Division of the U.S. Justice Department.

Parthasarathy Sudarshan, 46 and Mythili Gopal, 36, both of Simpsonville, S.C., were arrested on Friday, March 23, and had their initial appearances in the U.S. District Court in Greenville, S.C.

Sudarshan had his first court appearance in the District of Columbia as he was arraigned on the charges before U.S. Magistrate Judge Deborah Robinson. The case has been assigned to U.S. District Judge Ricardo Urbina, who has scheduled a status hearing for April 17, for both Sudarshan and Gopal.

The arrests were the result of a joint investigation by the FBI, the US Department of Commerce, and U.S. Immigration and Customs Enforcement (ICE). A 15-count indictment, which was returned by a federal grand jury in the District of Columbia and unsealed on March 23, charges the defendants with violating the International Emergency Economic Powers Act and the Arms Export Control Act and with acting as illegal agents of a foreign government. The indictment also charges AKN Prasad of Bangalore, India, and Sampath Sundar, 47, of Singapore, for their roles in the offenses, the Justice Department says.

If convicted of the charges, Sudarshan faces a likely sentencing guideline range of 97-121 months in prison, while Gopal faces a likely sentencing guideline range of 63-78 months. Prasad and Sundar face likely sentencing guideline ranges of 78-97 months, if convicted of the charges, the Justice Department says.

"These arrests put a network of technology smugglers out of business and demonstrate that we have no tolerance for weapons proliferators who illegally supply entities with weapons technology that has applications in the development of aircraft, missile and aerospace systems," says Wainstein.

An indictment is merely a formal charge that a defendant has committed a criminal violation. All defendants are presumed innocent until and unless proven guilty in a court of law.

US Pay Increases to Lag China, India, Eastern Europe In 2007

New research from Philadelphia-based Hay Group reveals real pay increases (adjusted for inflation) for workers in the United States will substantially lag those in China, India and Eastern Europe in 2007. US administrative, professional and senior management employees arepredicted to see real increases of just 1.4%, v. increases approaching 8%in high-growth economies.

"Much like their colleagues in Europe, US employees will be seeingrelatively modest increases in base salaries when compared to the emergingeconomies," says Iain Fitzpatrick, general manager of Hay Group's US RewardInformation Services. "Projected 2007 increases are fairly consistent with real increases seen in the US over the past several years."

Hay Group's Global Pay Day analysis, compiled using Hay GroupPayNet, one of the world's most comprehensive global pay databases, predicts real base salary increases for administrative, professional and senior management in 2007 for 50 countries worldwide, based on employers' projections once inflation has been considered. The PayNet database contains 7 million individual records from 13,000 organizations in 19 job families across a number of industries.

"The wealth created by rapid, focused economic development is resulting in a pay boom for Chinese and Indian workers, who will enjoy some of thelargest real pay increases worldwide in 2007," says Hern Yin Goh, director of Hay Group Reward Information Services in Shanghai. China tops the tables for each of the three job categories, with apredicted 7.9% increase for administrative workers, 7.8% for professionals and 8.9% for senior management.

High pay increases in India last year -- 7.2% across the board -- look set to continue into 2007. The country boasts the second highest pay increase predictions for 2007, with increases of 6.2% forecast across thethree job levels. Senior managers can anticipate a real increase of 6.9%, professionals and administrators 5.9% each, according to Hay.

Elephants Released to Wild for First Time in India

The International Fund for Animal Welfare (IFAW) and its partner, WTI (WildlifeTrust of India) announced that six elephant calves have been successfully released to the wild in Manas National Park.

The elephants -- which were hand-raised at the Centre for Wildlife Rehabilitation and Conservation (CWRC) -- were transported 450 kilometers from India's Kaziranga National Park to Manas National Park.

In Manas the elephants will be reintegrated into a wild herd once theya re familiarized with the area. It is the first time elephants have been rehabilitated and released to the wild in India, the groups say. Sri Lanka and Kenya arethe only other countries to have successfully released hand-raisedelephants into the wild.

"The elephants will be allowed to move freely in the jungle during the daytime under the supervision of a keeper," says N. V. K. Ashraf, director of wild rescue of WTI. "At night, for their security, they will be sheltered in a stockade built in an area of about one hectare [about 10000 sq. meters]."

The elephants were transported to an area of Manas called Doimari, an ideal elephant habitat located far from the nearest human habitation. It isthe biggest continuous forest habitat in India's northeast region and extends from the Indian state of Assam up to the country of Bhutan.

"All six elephants are being radio-collared for post-release monitoring. If there is a problem we can find and rescue them," says Dr. Bhaskar Choudhry, wildlife veterinarian of WTI.

The six elephants, which range between two-and-a-half andsix-years-old, were hand-raised at the rehabilitation center (CWRC) inKaziranga. The young calves were rescued from different parts of Assam andhave been at the centre from one to five years. CWRC is India's firstmulti-species rehabilitation facility and was set up in partnership betweenWTI, IFAW, and the Assam Forest Department.
